Public administration is a dynamic discipline. It is a set of processes, organizations,
groups, society, as well as individuals associated with implementing laws and other rules administered
by judiciary, legislatures, and executives. In the article, the researchers tried to consider the concept
of comparative and development administration as a new theoretical approach of the science of public
administration.
